The Court's Masters In Chancery held hearings in rooms which had been carved out of former offices. These spaces shown here were cramped and did nothing to foster the image of the judicial process. Because of expansion space limitations in the old building, this was the only solution to meet the needs of an expanding judicial docket. These spaces though functional, caused a variety of logistical problems when dealing with busy dockets and the security of judges, staff and litigants. With no waiting space within the hearing rooms, litigants were forced to stand in the hallways while waiting for their case to be called. These same hallways doubled as an overflow file room for archived court files. At one point in the 1990's, the snack bar located on this floor, was cut in half to accommodate a Master's chambers.
